The Certificate in European Union Law 1 is a Level 8 programme that provides an introduction to the constitutional foundations, institutions and legal framework of the European Union.

The programme examines the development of the European Union and explores the principles that underpin the EU legal order. Learners develop an understanding of how EU law is created, interpreted and enforced, and how it interacts with national legal systems. Particular emphasis is placed on the constitutional structure of the European Union, its decision-making processes and the role of its institutions in shaping law and policy across member states.

The programme is suitable for those seeking to develop legal knowledge relevant to law, public administration, governance, policy and regulatory environments, as well as learners interested in understanding the influence of EU law on national legislation and everyday life.

This programme explores the constitutional and institutional framework of the European Union and examines the legal principles that govern its operation.

You will develop an understanding of the historical political and economic development of the European Union and examine the powers, functions and decision-making processes of its institutions. The programme explores the sources of EU law and the constitutional principles that underpin the EU legal order.

Learners will examine the relationship between European Union law and national law, including the doctrines of supremacy and direct effect, and consider how EU law is applied and interpreted within member states. The programme also explores state liability, judicial review and the mechanisms that ensure the effective implementation and enforcement of EU law.

A significant focus is placed on the role of the Court of Justice of the European Union, including its jurisdiction in relation to enforcement actions, preliminary rulings and the interpretation of EU legislation. Through the study of legal principles, case law and practical examples, learners will develop the ability to identify and analyse EU law issues and understand their relevance to legal disputes and policy development.

All applicants will be considered on a case-by-case basis. Lifelong Learning reserves the right to require applicants to attend for an interview to determine their suitability for the programme.

Please Note: The Certificate in European Union Law 1 must be successfully completed before undertaking the Certificate in European Union Law 2.
